Default Changing the Nameserver IPs (new install)

I have a clean install of whm/cpanel. I go to manage nameserver ips and it assigns it the first one of the block of 5 i have. But I can't force it to assign to something else. It just automatically assigns ips when you enter a nameserver address. How can I fix this?

    .186 (server1.webhost.com) <-- but it keeps assigning it ns1.webhosting.com

    I want it like this

    .186 server1.webhost.com
    .187 ns1.webhost.com
    .188 ns2.webhost.com

Where do i have an option to pick the ips it assigns?

    cPanel/Enkompass Access Level

You can always do direct edit on /etc/nameserverips. Also double check resolv.conf for accuracy.
