Changing pure-ftpd port

I think this is the port configuration at /etc/pure-ftpd.conf:

# IP address/port to listen to (default=all IP and port 21).
# Bind 127.0.0.1,21

I modified "21" for the port number that I need to change.., then restarted service, allowed new port on the firewall, restarted xinetd.. and users still connecting to the old standart port ? :S
