"Choose Log Programs" icon displayed even though no permission to choose log programs

I've standardized on one stats program on my server and removed all users from the list of users who have permission to choose their stats program in whm.

However the "Choose Log Programs" still displays in users' cpanel and now just leads to a table showing red x's for analog, awstats, and webalizer.

This seems confusing: 1.) the redx under the running stats program in cpanel's "Choose Log Programs" seems to imply to the user that it's not running, whereas actually it is running - user's simply don't have permission to enable or disable and 2.) ideally, cpanel wouldn't show the "Choose Log Programs" icon at all if a given cpanel user doesn't have permission to change any of the stats programs
