How about user-end monitoring of cpu/memory processes, allowing the user to kill their own processes.

Also limitations of CPU usage per user basis. I believe this has been requested over and over again, yet I've not read any feedback on this from cPanel.

What do you guys think about this? It would be a great feature for the shared hosting platform to stop the abusers.

Well, it would have some disadvantages like a lot of users not using their quota of CPU and this would be a waste of resources like no one else will be able to use that quota. This is what makes shared hosting cheap, even with Virtual Platforms like kernel, each VPS can use free node memory when others are not using their quota.
Also, this would add complexity to something simple. If servers are well monitored, abusers can be caught quickly before they effect the service of performance of a shared hosting machine.

Well it would be just like disk space or bandwidth resource limitations, it's a limit that they cannot go beyond but it's not being restricted from being used by other users.
