We have installed ConfigServer's Mail Manage, Mail Queues, CSF, MailScanner, ClavAV all went surprisingly well until the Pending Mail Queue Holds all e-mail.
When we try to force the delivery we receive LOG: MAIN cwd=/usr/local/cpanel/whostmgr/docroot 4 args: exim -v -M 1JEwJG-0003Oc-UZ delivering 1JEwJG-0003Oc-UZ LOG: MAIN == chris@domain.com R=defer_router defer (-1): All deliveries are handled by MailScanner Our /var/log/exim_mainlog hasn't processed in several days since the MailScanner installation and the queue is growing. Performed script update/check /scripts/upcp Seems to be stuck in the queue.. What's the best way to say these e-mails stuck in the pending queue and the procedure to get things set up.... We've also contacted ConfigServer and are waiting for help....

Here is how we fixed the issue
at the server root perform
-f /var/log/maillog View log file for any problems. Our problem holding e-mail in the Pending Queue consisted of an error in the /usr/mailscanner/etc/MailScanner.conf with two Virus Scanner = entries. The log file triggered the error associated with attempting to launch the Virus Scanner twice and indicated an end of process/haulted which haulted mail delivery. Restarted MailScanner = service MailScanner restart and all processes began running smoothly... Other than this Hick-Up for us the MailScanner, ClamAV etc. installation went well... Just as a FYI: if installing MailScanner and the documentation says to enter a Virus Scanner = Clavav do not, take the default installation and it should work fine. Or have ConfigServer do all the work for a small price and receive their front end into WHM as well. We're paying it jsut to have them QC our work and get the front end.. Its worth it.

If you check out this recent post on configserver's blog you'll see the solution; this is also discussed in a this global announcement here at Cpanel forums.
The key phrase "All deliveries are handled by MailScanner" shows it's not related to the MailScanner.conf syntax problem mentioned above. The problem is due to a cpanel upgrade breaking part of Perl (PathTools), which in turn broke MailScanner! A lot of people have been hit by it ...
