In WHM - Server Status - Apache Status I have a line like this:
CPU Usage: u39.19 s11.53 cu120.35 cs38.46 - 10.1% CPU load
the 10.1% cpu load showed is just about apache or is the all server load?

The information in there is relatively meaningless, especially from a performance perspective. You're much better off using the normal shell tools or installing a trend graphing application such as the now included munin.
