"Contact Manager" never sent ICQ notify message

When I change Package Values such as disk quota or bandwidth limit.
I got email that package changed.
But never got ICQ message.

Using new quota support

Refering to `snap2.jpg` I think its beacause you have upgrade/downgrade set to send EMAIL ( 3 ) You have ICQ set as ( 2 )

I think it will only send one or the other, it cant send to both.
