Could not connect to database

We have tried about 15 times to make a db and get nothing but this error listed.

Could not connect to database, Make sure database details are correct

This is not our first time making a db in cpanel I have mad many over the years but can't seem to make them now, is there some that changed in one of the latested updates or some thing?

I need some help here with this one.

1. Log into WHM, and change the root mysql password ( Not the root server password ) and ensure it is NOT the same as your root password.

2. Make sure mysql is running, if not, restart via WHM and look for errors in /var/log/messages

3. Check your /etc/.my.cnf and make sure the username and password are not quoted. eg: "root" should be root with no "'s.
