Exclamation cPanel 11.5.1 installation issues - CPAN currently broken?

Am trying to install cPanel on a 2nd webserver so that we can shift everything from our current server to the new one...

Box is built with FreeBSD 7.0-Release... I've got 2 options for getting onto the net: direct via ADSL, or indirect via proxy thru our LEA's connection.

Whenever I run 'sh latest', I get to "Beginning Main Installation" then a barrel load of IP addresses go whipping past with "Unable to connect to [IP]... Skipping [IP]" and finally presents me with:

'CPAN Currently broken. Install cannot proceed. Please see cpan.org for more details'

I get this when using either of my 2 options to connect to the net.

Now, via the proxy I can understand getting the above - our LEA filter the net to death - but I'm baffled as to why I'm getting issues over the ADSL connection, unless it's because a required port is currently being forwarded to our OLD webserver. What ports is traffic heading over during cPanel setup??

I recommend letting our technical analysts investigate what is causing this issue on your server: http://tickets.cPanel.net/submit
