Hi I translated cpanel 11 english to turkish

Can you please check that file and test it if it works and all turkish people could start to use it.Most of Turkish people are using cpanel but cpanel 11 does not support turkish language pack.thats why they have to use cpanel 10 because of only cpanel 10 has turkish language pack.
