No cPanel is not a free product, you can optain a two weeks license for testing after this period you need to buy a license true cPanel or a reseller.

You can download it but without a "key" it will not do much more than install and do a little configuration.

Licenses are around $50-$70 a month or so. But if you are really interested get the 15 days license so you can really slap it around and see if it works for you.
