Default cPanel doesn't "see" CGI scripts

My users' cPanels are unable to "see" the CGI scripts that are in the scripts section of cPanel.

For instance, if you try to create a counter, it returns the message: "Not Found. The requested URL /cgi-sys/countedit.cgi was not found on this server." This occurs even though I have checked and double-checked that the CGI scripts are in the cPanel cgi-sys folder. I did notice, though, that those are actually just symbolic links (with the asterisk). To which directory are those links referring? Perhaps I need to check that location for the scripts to make sure they are also there.

    Running:
    WHM 9.4.0 cPanel 9.5.0-E4**
    Fedora i686 - WHM X v3.1.0*

Not sure if it is related at all or not, but just in case, I also get 404 erros for the following:

    http://www.domain.com/whm
    http://www.domain.com/cpanel
    http://www.domain.com/webmail

Though accessing through the ports (2086, 2082, and 2096, respectively) works fine.

Any help would be greatly appreciated.

    Thanks in advance,
    Scott Henry
