/whm and /webmail is ok
only the cPanel dont open

Perhaps you could follow the thread on :
http://forums.cpanel.net/showthread....t=cpanel+login

if not working, please check the group of files *.cgi on /usr/local/cpanel/cgi-sys/
They should be root.wheel so please do with root previllage:
cd /usr/local/cpanel/cgi-sys/
chown root.wheel redirect.cgi
chown root.wheel whmredirect.cgi
chown root.wheel swhmredirect.cgi
chown root.wheel wredirect.cgi
chown root.wheel sredirect.cgi
