CPanel FTP & Strange Internet Explorer Behavior

One of our users is complaining about some strange behavior that IE exhibits when attempting to login via FTP to a site using a full e-mail address rather than just a plain username.

The user goes to ftp://his-domain.com/. For the username, he enters user@his-domain.com (an FTP sub-account that he has setup). He enters the proper password (and does not check "Anonymous") and it will not let him login.

I have verified this behavior.

Strangely enough if you cancel out of the initial login dialog, go to IE's file menu, and click "Login As," then enter the same information as previously entered, it all works!

Has anyone else experienced this or received complaints about this? Any solution?
