cpanel + mysql brought down the server......

Lot of spawned processes .....

root 11320 0.0 0.0 1396 508 ? S 21:02 0:00 /usr/local/cpanel/bin/mysqlwrap COUNTDBS
and several of mysql processes and it took some time to kill all of them.
Apparently, cpaneld was serving a single user at the time. Please let me know what could be the possible reasons.

Also, whm shows services failed :

apache (1.3.28 (Unix)) failed
bind (9.2.1) failed
exim (exim-4.20-320_cpanel_stmpcontrol_antivirus_rewrite_mailman2) up
ftpd failed
imap up
mysql (4.0.14-standard) failed
syslogd up
webmail failed

while, everything is up and running on the server...sites are loading too.

cpanel restart gave the following errors :
