From the screen shot, it appears that lang tags are missing. Have you tried changing the language used by the account?
Does the following command return any errors?
You can change the language for an account by editing its file in /var/cpanel/users. The LANG= directive in each account's file specifies its language.Code:# /usr/local/cpanel/bin/build_locale_databases
Also, it appears that you are using RVskin. Does the same problem happen if you use the X3 theme? Try using Main >> Account Functions >> Modify an Account to change the theme for the account, and see if the behavior persists.

Thank you for your help. This was actually one of my clients cPanel. I work for a web hosting provider and I saw this kinda odd. Their account was compromised, and the hacked files altered some files. I have this issue resolved as of now. Thank you for your quick response and intellect.
