Default cPanel not sending new account data to customers

hi! I've noted that when I create a new account in whm, and the contact email is other than that defined in the whm contact manager (let0s say, when the contact email is not my email address), users don't receive the new account creation mesage (with the hostname, ftp login, package assigned, etc). Is this something I can define in my settings or a bug in WHM?

    I'm running on:

    WHM 11.15.0 cPanel 11.18.3-S21703
    CENTOS Enterprise 4.6 i686 on virtuozzo - WHM X v3.1.0

    Regards

Only the WHM owner receives new account information. You will need a third party solution as in a billing manager for this.

U sure? I've convinced/understood that the contact email set when generating a new account receive the notifications when creating/upgrading/terminating that account. How can I workaround this? I need to automate that notifications.

Is there any recommendable freeware billing manager?

    I'm interested in free packages.

I will stop evaluating the paid services since this isn't the purpose of this thread. If there is any thread about this, I will gladly sum up any comment. Also, a billing manager from cPanel.net would be a nice solution
