Cpanel and quota management: hard of soft quota?

I have been searching for this on both these forums as Google, but cannot find a definitive answer. The question is quite simple:

Does Cpanel employ hard of soft quota limits on user accounts?

Is there a way to switch between these two modes?

cPanel uses hard quotas. There is no (easy) way to switch between the two.
