ok when i am using a remote access key do i include these lines (to be specific modernbill )

If you look at the manual for ModernBill (http://manual.modernbill.com/adminhe..._Manual_v4.htm)

it says

Make sure you remove the ------BEGIN WHM ACCESS KEY------ and -------END WHM ACCESS KEY------- lines in your cPanel AccessHash.
