cpanel restart -- suggestions

For services disabled (like chat/melange/interchange etc), when the cpanel is restarted from ssh it throws :

Stopping cPanel Chat services: [FAILED]
Stopping Melange Chat services: [FAILED]
Stopping InterChange services: [FAILED]

Stopping mailman services: Shutting down Mailman's master qrunner
PID unreadable in: /usr/local/cpanel/3rdparty/mailman/data/master-qrunner.pid
[Errno 2] No such file or directory: '/usr/local/cpanel/3rdparty/mailman/data/master-qrunner.pid'
Is qrunner even running?

During the stop phase and

Starting cPanel Chat services:
Starting Melange Chat services:

during the start phase

Just see the interchange missing during the second part. Not an issue, but looks unprofessional. All services disabled shouldn't be taken up during restart of cpanel so that the above does not happen (FAILED ...)

What issue? What anup described 2 years ago was purely cosmetic
