Cpanel Theme Design

I am thinking of setting up couple of themes for CPanel and release them for *free* However I was wondering if someone would be able to help me out about how do I get started?

Is there any definite tutorial for this?
Can I just grab the default theme and learn it from it and make my own?
Is there anything in particular/specific I need to remember while working on it?
Once the theme is ready, whom do I contact to submit/release it?

I too am developing themes, I am currently working on a primary on for my hosting company, as well as some that will be for sale at a later date. But as for themes it is best to learn from current themes as you have to find out the correct cpanel api tags. As for your site it is looking good and I will add it to my resource list
