What type of virtual environment is used for your VPS? For example, is it perhaps Virtuozzo, OpenVZ, or Xen?

What is the full cPanel version number?

For reference, the following command may be used to obtain the requested information, via root SSH access:
    Code:
    # grep -H '' /etc/*release /usr/local/cpanel/version /var/cpanel/envtype

    I have the same problem.

    Code:
    # grep -H '' /etc/*release /usr/local/cpanel/version /var/cpanel/envtype

    /etc/redhat-release:CentOS release 5.4 (Final)
    /usr/local/cpanel/version:11.25.0-RELEASE_42399
    /var/cpanel/envtype:virtuozzo

Thank you for the details. Specific to Virtuozzo and OpenVZ, please ensure that the VPS container configuration has both first-level and second-level quotas enabled (i.e., as configured via root/admin access to the hardware node); the following documentation will help to further clarify what is involved:
Enabling Quotas on a Virtuozzo® VPS
Turning On and Off Second-Level Quotas for Container

I'm not familiar with vePanel; I recommend contacting your upstream data center or hosting service provider for direct assistance with troubleshooting the unique software and system configuration involved.
