is CPanelX a skin or program ? if its a engine i need to find CPanelX specific doc's

currently my version of CPanelX is v2.1

if there is specific documentation for this engine please point me in the right place. in the meantime i will read the sticknote even though there was no mention of X.

i'm totally new to this.
