CPU Usage Limiter

Hello,

I own a hosting company and some of our users are using too much cpu.
I was wondering if it is possible to limit the cpu usage?
For example if the user reaches 10% of cpu, their site will be redirected to an error page for 2 minutes.

We are searching for a solution for some time now, and we will appreciate some help.

cant you use bsdprocess or w/e its called? or rmlimit?
