create ftp account for backup

Hi,

Does anyone know of a method to create a FTP account ?
This is not a regular ftp account for a cPanel user.
I wanted to create an account through which I can access a directory on the 2nd hard disk for backup purposes.
That is, I can backup from another server to this server's 2nd hard disk.

I currently use pure-ftp, but have no problems moving to proftp.
So, a solution using either is ok.
