Create a ftp(only) account

I'd like to create a user without using whm/cpanel and then allow that user to access the system via ftp (pure-ftp). Does anyone know how to do this?

I do this:
/usr/sbin/adduser someuser
passwd someuser (to set the password)

then ftp using that un/pw, but I can't connect.

I'm not sure how cpanel configures the pure-ftp authentication.
