Creating Pop3 accounts remotely

Is it possible to create a plugin or external script that lets users on a website register for Cpanel pop3 email ids.

Say for example I own abc.com with Cpanelcontrol panel (which has horde n SM) and I have unlimited pop3 accounts (and I own the server too) I want to make a registration thing so that when guests on the site signup they get their own pop3 email id. THat way I dont need to register each id manually? ITs like offering free or paid email service I guess.
