CSV imports no longer work in phpMyAdmin

All users are complaining that phpMyAdmin imports are no longer working. They get the following error:

"This command is not supported in this version."

There have not been any MySQL version updates that we can tell, but something appears to have removed the File_priv flag on all base usernames such that the imports fail. We can correct it by resetting that flag back to true, but we'd like to know why it got reset in the first place.

Anyone else come accross this yet?

This was problem caused by a recent update. It can be fixed manually by doing the following:
