Cumulative Reseller Privilages: Does it works !!

WHM Documentation said 3 types of reseller privilages can works simultaeniously with each other. But am failed to do that.

Three types of reseller privileges are-
1) Reseller accoount restriction by account type
2) Reseller accoount restriction by account number (count)
3) Reseller accoount restriction by resources (space and bandwidth)

Now I want to create a reseller account who can -

1) create at most 20 sites
2) maximum resource he can allocate 1GB space and 10 GB bandwidth

But I failed to do so.

Does anyone have any idea how to solve it?

I, too, have tried to add resellers who could only add specific packages but it does not work or maybe I don't know how to do it. Cpanel has a huge lack in documentation.
