Default Default catch-call -- how to set to :fail: ?

Is there a way to configure cpanel so that when a new account is setup it automatically sets the default catch-call to :fail: instead of the customer's main username?

    Thanks for any help.

Of course you can just edit the default setting in root WHM's Tweak Settings, too.
