    Default Default HTML page

    I think WHM should give the ability to edit the default html page when a new account is created. It would be a very nice feature to have

    They do. If you're a reseller, you will have a cpanel3-skel folder in the root of your account. If you're creating accounts as root, you'll have one in /root/cpanel3-skel. Whatever is in that folder is what gets copied to new accounts.
