Default Different Features for individual users

On my hosting i want to give individual users different features and quotas
    example:
user 1 has quota of 1gb and has fantastico and mx entries enables
user 2 has quota of 1.2gb and does not have fantastico enabled, but has mx entries enabled
user 3 has quota of 500mb and does not have fantastico or mx entries enabled.

So the question is, can i do the above without making additional packages and features list for each user?If i would have to do that I would have like 200 packages and feature sets

    Any Help?

The quota/space can be done per account without a package.

But the features need to be done in a separate feature list for each.

Duplicating Feature Lists cannot be done via the WHM interface. However, copying the Feature List files in /var/cpanel/features would be one way to duplicate feature lists.

If you login to your server as root using SSH, just cd to that directory to view these feature lists. If you are not familiar with SSH, be very careful about what you do on a production server, especially when logged in as root.

Not that I am aware of, with just reseller access.
