Okey i have an isp provider icelandic and i can't get another ip address for my account unless i go to business something but as i am just a newbie in webhosting what can i do to get more then one or 2 ip addresses ? can i buy them on the internet ? or do i have to just talk to them at business sector and buy another ip address

You'll need to have your datacenter / web hosting provider provide your IP addresses. There's really no way around it.

okey but i was reading here that it is possible to have just one static ip then i can set up dns server is this right ?

You can set up a DNS server on the main server IP but this is likely not what you want as there's no redundancy. It's more likely that your web host will provide you with local nameservers that they wish for you to use.
