Does the user for cpanel is the root user for mysql?

cPanel is a file based software and not a DB based. cPanel does not need any MySql DB to work.

But I think there's a mistake in my expression. I mean there's a mysql database manager in the cpanel. and we can create databases and users at there. To do this it need a admin account. is this account the same as the cpanel account?

I tryed to use this account to create a database in my script. but I failed. don't know how to create my install tool for my site.

You have to use the cPanel front-end to create a MySQL database.
