dose cpanel host the masa website?

i am a member of www.masa.asn.au the marine aquarium societies of australia website. when i attempt to go to that site i get sent to this url http://sky.whbdns.com/suspended.page/?Cat=&C=3 . i cut off the supsended.page bit and went to http://sky.whbdns.com . where they mentioned cpanel. i was wondering what cpanel had to do with this and why www.masa.asn.au isn't working?

cPanel is the control panel that the web hosting company uses for the account that uses that domain. It's no hosted by cPanel themselves. You'll need to track down the domain owner or hosting company some other way - have you tried the domains whois record?
