Downloading Uploaded Files from PHP Form

I have a PHP support form that allows a user to upload zip files to my server. Just recently I am unable to download any of the uploaded files via FTP.

The user and group for the uploaded files is "nobody". How do I correct this so I can download the files via FTP without changing the permissions every time with CRT?
