E-mail forwarding now broken 11.2.11-C12008

Since cPanel 11.2.11-C12008 unable to setup e-mail forwardings to any account off the server. Example:

(Warning: anyone@hotmail.com does not refer to a valid email account or alias. The address has been set to the main account). All email sent to from@localaccount.com will now be copied to (default user)

This is happening on all my servers with 11.2.11-C12008

Appears to be resolved in C12031.
