There isn't one by default. You can set it with the following in the first textbox of the Exim Configuration Editor:
message_size_limit = 5M

You can restrict the incoming as well as outgoing message size limit for mails in the cpanel server as below.
Just add the following in the first part of exim.conf
message_size_limit = 100M
You may see such variables using the command exim-bP | grep limit
Not sure if this can be configured for a domain am checking that too
