Enable/Disable Functionality

Hi,

I am interested in buying CPanel, but would be grateful to know if it is possible to do the following.

We have various hosting plans from a Starter to a Commercial. Is it possible to turn off certain functionality within CPanel dependant on the hosting plan purchased.

i.e. Our Starter package does not support, FP extensions, cron jobs or password protected directories but our more expensive packages do.
