Error mysql when transfer account

I just configured new server, then I transfered account from other server into this server from WHM. It seem everything ok, because there are no error log, but when I've checked on /var/lib/mysql/ all the database can't be created, but only *.sql has been copied into /var/lib/mysql/

Before I upgrade cpanel, I used
WHM 10.0.0 cPanel 10.0.0-R161 , but got the same issue, then upgrade into latest release, also got the same problem. To restore database I have to download *.gz database manually from cpanel backup, then restore using cpanel backup, and It works fine.

I've checked on cpanel log, mysq log, there are no error log.

Anybody have the same problem and how to fix this problem ?
