HOW CAN I FIX THE ISSUE... I HAVE TRY UPDATE SEVERAL DIFFERENT VERSION OF WHM AND CPANEL AND NON FIXED

Looks like your exim.conf is missing.

Try running from root

/scripts/exim4

See if that helps
