Exim queue, lot of mails, queue not deliver

Okey...
I've been playing with a server that have lots of mails on the queue...
playing with the exim.conf...

there is an option you can set to deliver the queue in some conditions, like load.
this is the :

deliver_queue_load_max =

option in exim.conf
For some reason, it takes the value of 3.0 (when I manually run the queue it say ... load is 3.5 abandon queue... bla bla)
when I've it set to :

deliver_queue_load_max = 9

why is not using the options I set on the exim.conf file ???
where are that options ???
