Is there a way to make the address book, created in Neomail, accessible in Horde?
Horde has both Export and Import features for the Address book.
I do not see a way to export in NeoMail.

Not sure if this is only for after converting to maildir, but you could have a look at the script:
/scripts/neomail2hordeaddrbook
