(if you have resolved this, ignore this, I might as well post for people needing same thing.)

You require a VPS or dedicated to do this. (or otherwise a whm reseller addon).

when you have created the account in whm, you need to go to reseller center and add reseller privilages. Once you have done that, go bellow where you added the privilages, and there is an edit privilages.

It will give you several things to set, read them carefully and decide what you want to, and what you don't want to, give the reseller.

DO NOT give 'Restart Services' and 'All Features' unless you know EXACTLY what your doing.

    I hope this helps,
    Jack.

How can I create a whm login that can access all accounts (i.e., root) but limit caoabilities to specified tasks?

I am trying to offload some routine tasks to a non-technical assistant, and want to limit the "accident potential", while letting her do things like change client passwords, modify quotas and increase bandwidth, and so forth.

If there's no straightforward technical solution, how have others dealt with this, other than through very specific instructions to the assistant?

Yep the all features one gives root level access, which ultimately giving that to your resellers is rather risky, however its handy if you have other server admins and you want to give them their own accounts
