I'm looking at a site that sells CPanel, but I can't tell if they offer Fantastico with their CPanels. www.softwareworks.com

Can you help me?

If they don't offer it with CPanel, how much does it cost and where can I get it?

Their site does not mention Fantastico at all, so I can only guess that they don't provide it. You could always contact them and ask, although it's unlikely that they have it if they've not advertised it on their site.

It doesn't look like www.managed.com come with Fantastico either.
You can buy Fantastico separately from www.netenberg.com.

The "netenberg place" is the home of the makers of fantastico. The is the only place that I know of that sells new licenses direct. If you look at their site, you will see a list of dedicated server providers that offer fantastico for their clients. You can also occasionally come across someone offering to sell you the balance of an existing fantastico license. Surprisingly (at least to me), Netenberg is OK with people transferring their licenses privately.
