Frozen messages not being deleted by exim

My exim.conf has timeout_frozen_after = 20m
But I see frozen messages of more than 20 minutes. Why are they still on the queue?

In the retry section of exim I have this

* * F,2h,15m; G,16h,1h,1.5; F,1d,8h

which is the quickest retry for exim? Dont like default that keeps for 4 days retrying.
