FTP Account - Read Only

I've been searching on the forum but it's pretty hard to find the good keyword...

I'm trying to setup an FTP Account who can only read/download files on a sub-directory.

The guys want to be able to put file from the master account and create an other account who can only download the files.

I'm using Pure FTPD configured by cPanel.

Also, just cause I'm there... can I do an account who can upload but not delete ? (not anonymous... or only enable for one domain)
