Default ftp account for root user?

I have a customer with a dedicated server that wants to be able to ftp into root. Is this at all possible?

This is a huge security risk. Any reason why they can't use SFTP? It uses File Transfer over SSH and is much more secure. Most modern FTP clients support SFTP

It seems cPanel by default under Pure-FTPD configs allow root password to be used to login to ANY account.
