FTP file permissions resetting back to 644

Hi,

Everytime someone tries to change the permission settings on a file they own using PureFTP to something under 644, the server keeps resetting it back to 644.

However it will not change the permission if the settings are higher than 644.

I've beaten myself to a pulp trying to find this damn setting, anyone can point me in the right direction?
