Default Giving another user WHM access (not-reseller)

I've setup a dedicated server for a friend - I want to keep the root password to myself for management purposes, but want him to have full WHM access.

I've added his account to the wheel group, but it can't access WHM - how can I add another user for WHM? I know how to setup a reseller account with WHM access, but I want him to have full WHM access (without root). Is this even possible?

The only thing you can do is setup him up with a reseller whm and give him all the options but root access in the ACL.
